About Meerut Development Authority (MDA)

Founded Year : 1973

The Meerut Development Authority (MDA) was formed on 26th August 1975 under the Uttar Pradesh Urban Planning and Development Act of 1973. The MDA is responsible for the planned development of the Meerut city and its adjoining areas.

The activities of the Authority are as follows:-

  • To prepare master plan for planned development of the development area and ensure development accordingly.
  • Acquisition, holding, management and disposal of land and other property for residential and other schemes.
  • Implementation of construction, engineering, mining and other activities for the provision of infrastructure facilities such as water supply, water and sewage disposal and other   public facilities.
  • Issuance of development / construction permission for development and construction works and regulation of development and construction works.

Major Developments

  • MDA is making sure that the needs of nearby villages adjacent to both old and new colonies are met and is working diligently to ensure that water, electricity, and road infrastructure are provided as quickly as possible. MDA has allocated land to UPSIDC, Indian Oil Corp. and other organizations to meet the industrial requirements of the region.
  • The improvement of the old city's appearance, lighting, and transportation are on high priority.

  • Various traditional trade pockets involved in the production of scissors, sports goods, and handloom products are dispersed throughout the city's interior. To organize these trades, MDA is developing the Hathkargha Nagar, Kainchi Nagar, and Sports Goods Complex.
  • PAC has been provided with land in Handloom Nagar, and a police training college is also being established. CRPF has also been provided with land in Vedvyas Puri to safeguard the residents of that area.
  • Since the establishment of MDA until 1994, several areas including Pallavpuram, Pandav Nagar, Shradha Puri, Raksha Puram, Ganga Nagar, Vedvyaspuri, Shatabdi Nagar, Lohia Nagar, Sports Goods Complex, and Begum Bagh have been developed to provide housing facilities for people belonging to different income groups, such as lower, middle, and higher income groups.
  • All these schemes have adequate arrangements for the necessary infrastructure, and public facilities such as primary schools, nursing homes, police stations, telephone exchanges, and colleges have also been provided for.

Major Plan with Years

Meerut Master Plan-2001 was prepared for the possibilities of residential and industrial development and supply of industrial public facilities for the population of 11.50 lakh proposed for the year 2001 under the master plan and present development and National Capital Region Plan. The said Master Plan-2001 has been implemented from 14-08-1996 after giving approval by the order no. It is proposed to achieve a population density of about 130 persons per hectare in the Master Plan-2021. The proposed land use in Meerut Master Plan-2001 is as follows:

Major Initiatives

MDA is working towards making Meerut a better place to live by providing quality housing, infrastructure, and transportation facilities, while also promoting sustainable development and preserving the city's natural heritage.

  • Housing Projects: MDA has initiated various affordable housing projects in the city to provide affordable housing to the citizens.
  • Urban Infrastructure Development: MDA is working on the development of urban infrastructure like roads, drainage systems, water supply, and sewerage systems to ensure better living conditions in the city.
  • Smart City Mission: Meerut has been selected as one of the Smart Cities under the Smart City Mission. MDA is working towards making the city smarter by implementing various digital and technology-driven solutions.
  • Green Initiatives: MDA has taken various initiatives to increase the green cover in the city by planting more trees, creating parks and gardens, and promoting sustainable development.
  • Transportation: MDA is working on improving the transportation system in the city by building new roads, flyovers, and underpasses, as well as implementing public transportation projects like metro rail and bus rapid transit systems.
  • Some special works were done from the infrastructure fund, in which reconstruction work of many roads entering Meerut city is being done. Along with this, a place of historical importance like “Shaheed Smarak Park” is being renovated.
  • Slum free Meerut city-which consists of two parts; a plan to bring about the improvement of existing slums through both planning and stakeholder participation of the existing dwellers and strategies for prevention of future slums.

Ongoing status of various schemes:

The construction and development works have almost been completed in Pandavnagar, Shraddhapuri (first phase), Pallavapuram, Rakshapuram, Mohanpuri schemes by preparing the outline for proper development and construction work of the schemes. In addition to the above schemes, construction/development work is in progress in Shatabdi Nagar, Shraddhapuri (Phase II), Sainik Vihar, Defense Enclave, Ved Vyaspuri, Ganga Nagar, Lohia Nagar.

Metro Routes

Delhi Meerut RRTS is a high speed metro rail connectivity which will connect Meerut to Delhi and parts of NCR.

Apart from the RRTS, the government is also building "The Meerut Metro Rail Project" which is currently under construction. The foundation stone of Meerut Metro was laid in March 2019.
