The Meerut Development Authority (MDA) was formed on 26th August 1975 under the Uttar Pradesh Urban Planning and Development Act of 1973. The MDA is responsible for the planned development of the Meerut city and its adjoining areas.
The activities of the Authority are as follows:-
Meerut Master Plan-2001 was prepared for the possibilities of residential and industrial development and supply of industrial public facilities for the population of 11.50 lakh proposed for the year 2001 under the master plan and present development and National Capital Region Plan. The said Master Plan-2001 has been implemented from 14-08-1996 after giving approval by the order no. It is proposed to achieve a population density of about 130 persons per hectare in the Master Plan-2021. The proposed land use in Meerut Master Plan-2001 is as follows:

MDA is working towards making Meerut a better place to live by providing quality housing, infrastructure, and transportation facilities, while also promoting sustainable development and preserving the city's natural heritage.

Ongoing status of various schemes:
The construction and development works have almost been completed in Pandavnagar, Shraddhapuri (first phase), Pallavapuram, Rakshapuram, Mohanpuri schemes by preparing the outline for proper development and construction work of the schemes. In addition to the above schemes, construction/development work is in progress in Shatabdi Nagar, Shraddhapuri (Phase II), Sainik Vihar, Defense Enclave, Ved Vyaspuri, Ganga Nagar, Lohia Nagar.
Delhi Meerut RRTS is a high speed metro rail connectivity which will connect Meerut to Delhi and parts of NCR.
Apart from the RRTS, the government is also building "The Meerut Metro Rail Project" which is currently under construction. The foundation stone of Meerut Metro was laid in March 2019.
