About Mumbai Metropolitan Region Development Authority (MMRDA)

MMRDA stands for Mumbai Metropolitan Region Development Authority, and it is a governing body established by the government of Maharashtra in India to facilitate the planned and comprehensive development of the Mumbai Metropolitan Region (MMR).

It was established on 26th January 1975 under the Mumbai Metropolitan Region Development Authority Act (MMRDA Act), which provides the framework for the functioning and powers of the authority. MMRDA is responsible for all the infrastructure development in Mumbai Metropolitan Region (MMR). In particular, it conceives, promotes and monitors the key projects for developing new growth centers and brings about improvement in sectors like transport, housing, water supply and environment in the Region.

Major Developments-

  • The Mumbai Metro Rail project is one of the most significant infrastructure projects undertaken by the MMRDA. It is a rapid transit system that aims to provide a convenient and efficient mode of transportation for the city's residents.
  • Mumbai Monorail: The MMRDA completed the first phase of the Mumbai Monorail in 2014, with a second phase under construction. The monorail provides a faster and more efficient mode of transport for commuters.
  • Eastern Freeway: The MMRDA constructed the Eastern Freeway, which connects the eastern suburbs of Mumbai to the downtown area, reducing travel time for commuters.
  • Bandra-Worli Sea Link: The MMRDA completed the Bandra-Worli Sea Link in 2009, which is an eight-lane cable-stayed bridge that spans the Arabian Sea and connects the western suburbs of Mumbai with South Mumbai.
  • Mumbai Trans Harbour Link: The MMRDA is currently constructing the Mumbai Trans Harbour Link, which will connect the eastern suburbs of Mumbai with Navi Mumbai, and is expected to improve connectivity and reduce travel time.
  • Mumbai Elevated Corridor: The MMRDA has proposed the Mumbai Elevated Corridor, a 35 km long elevated corridor that would run from the western suburbs to the eastern suburbs of Mumbai, providing a high-speed link between the two sides of the city.

Major Plan with Years

The Regional Plan 2016-2036 is a comprehensive plan for the development of the MMR, which includes the districts of Mumbai, Thane, Palghar, Raigad, and parts of Pune.

The plan aims to guide the growth and development of the region over the next two decades, with a focus on improving infrastructure, transportation, housing, and the environment.

Some of the key features of the Regional Plan 2016-2036 include:

  • Improving transportation: The plan aims to improve the connectivity within the region through the development of an integrated transportation network, including the construction of new roads, highways, bridges, and metro lines.
  • Developing affordable housing: The plan includes provisions for the development of affordable housing projects in the region, with a target of creating one million affordable homes by 2036.
  • Preserving the environment: The plan includes measures to protect and preserve the region's natural resources, including forests, wetlands, and wildlife habitats.

Major Initiatives

The Mumbai Metropolitan Region Development Authority (MMRDA) has taken several major initiatives for the development of the Mumbai Metropolitan Region (MMR).

Affordable Housing: 

The MMRDA has launched various initiatives to create affordable housing for low and middle-income groups. The agency has collaborated with private developers to build affordable housing projects and has launched a lottery system to allocate flats to eligible applicants.

Integrated Multi-Modal Transit System (IMMTS):

The MMRDA has proposed an Integrated Multi-Modal Transit System (IMMTS) that will integrate various modes of transport such as metro, monorail, suburban rail, buses, and water transport to provide seamless connectivity across the MMR. The IMMTS is expected to reduce congestion and travel time for commuters.

Mumbai Metro One:

The MMRDA, in partnership with Reliance Infrastructure, has launched the Mumbai Metro One, the city's first metro rail line. The line connects Versova in the western suburbs to Ghatkopar in the eastern suburbs, providing a faster and more efficient mode of transport for commuters.

Mumbai Trans Harbour Link (MTHL):

The MMRDA is constructing the Mumbai Trans Harbour Link (MTHL), a 21.8 km long sea bridge that will connect Sewri in Mumbai to Nhava Sheva in Navi Mumbai. The MTHL is expected to reduce travel time between the two cities and provide a boost to the region's economy.

Mumbai Coastal Road:

The MMRDA is constructing the Mumbai Coastal Road, a 29.2 km long elevated freeway that will run along the coast of Mumbai, connecting Marine Drive in South Mumbai to the western suburbs. The project is expected to reduce congestion on the existing roads and provide faster connectivity.

Mumbai Monorail:

The MMRDA has constructed the Mumbai Monorail, a rapid transit system that runs along the eastern suburbs of Mumbai. The monorail provides a faster and more efficient mode of transport for commuters.

  • 8 Municipal Corporations- viz. Greater Mumbai, Thane, Kalyan-Dombivali, Navi Mumbai, Ulhasnagar, Bhiwandi- Nizamapur, Vasai-Virar and Mira-Bhayandar;
  • 9 Municipal Councils- viz. Ambarnath, Kulgaon-Badalapur, Matheran, Karjat, Panvel, Khopoli, Pen, Uran, and Alibaug, along with more than 1,000 villages in Thane and Raigad Districts. MMRDA is responsible for the balanced development of the MMR.

Metro Routes

The work of Metro Line-1 project is completed and opened for public use on 8th June, 2014.
  • Versova-Andheri-Ghatkopar corridor is 11.40 km elevated corridor.
  • It provided connectivity of Eastern & Western suburbs to Western & Central Railway.


Metro Line 2A (DAHISAR - D.N. NAGAR)

  • Phase I (Dahisar - Dahanukarwadi)-9.8 km with 9 stations (Dahisar(East), Anand Nagar, Kandarpada, Mandapeshwar-I C Colony, Eksar, Borivali(West), Pahadi Eksar, Kandivali(West), Dahanukarwadi) was commissioned on 2nd April, 2022.
  • Phase II (Dahanukarwadi - D N Nagar)-Civil & System works are in final stage of completion for Phase II. (8.8 km with 8 stations will be completed by December, 2022).
