UP real estate regulator penalises over 1,000 projects for not submitting QPRs properly

The Uttar Pradesh Real Estate Regulatory Authority (UPRERA) has penalised over a thousand projects for not submitting the Quarterly Progress Report (QPR) properly and directed promotors to upload latest QPRs on the portal to avail benefits of extension of project registration.

According to the UPRERA, penalties have been imposed against promotors of 1,088 projects for QPR-related violations. Out 1,088 projects, promoters of 732 projects have not provided any detail regarding targets and completion dates while the developers of 356 projects have not updated their targets on the Authority’s portal.

Most of these projects are located in Gautam Budh Nagar, Ghaziabad, Lucknow, Meerut, Varanasi, Agra etc. The projects that got penalised include all types of projects such as residential, commercial, plotted development etc.

“Neither setting nor updating targets affect status of QPR which is contrary to the RERA Act. Hence, UPRERA has imposed penalty of Rs 2 Lakh per project on 732 projects where targets were not at all provided and Rs 1 Lakh per project on the other 356 projects, where target details were not uploaded on the portal,” the Authority said in a statement on November 8.

It said that uploading QPR periodically on the portal is one of the key responsibilities of the promoter as it enables the consumers of real estate sector to access progress of the project on regular intervals. While reviewing applications of extension of registered projects, the regulatory authority noticed that promoters have not uploaded QPR of many quarters, it said.

The Authority said that only after updating all QPRs on the portal, the promoters will be allowed for extension of project registration. The projects having procured CC (Completion Certificate), need to pay delay charges and update QPR till the time of CC obtained.
