In less than a fortnight, DDA will start accepting applications for its biggest housing scheme. Brochures for the 2014 scheme, which will offer 25,600 flats, will be available online and over the counter from August 25. The number of single-bedroom flats—24,044—the scheme's biggest component, is also the highest to be offered by DDA.

The final template is almost ready and 10 lakh brochures will soon be sent for printing. In the raw templates, the one-bedroom flats will have a carpet area of 28 square metres; combined with the common space, the total area covered by a flat comes to 32 sq m. The authority claims that their selling point will be the emphasis on green technology and a huge corpus fund—Rs 300 crore—for maintenance of flats for the next 30 years.

The corpus fund, which is the biggest in magnitude introduced by DDA, will be constituted through a fixed sum that will be collected from every flat owner. Officials in the authority said that they have included a sum of Rs 1.3 lakh in the cost of flats, which when pooled together will come to Rs 300 crore. This interest that this bears will fund the maintenance of the flats, not only for the civil works, but for the first time for electrical works as well. DDA is expected to promise in their brochures to maintain the facade, stairwells and areas around as well as take care of electrical fittings as well. The authority will either maintain the flats themselves or will allot the money to the area's RWA.

The highlights of the flats likely to be mentioned in the brochures are the Auto-clave Aerated Concrete (AAC) blocks which provide for 'economic design and construction'; from the health point of view, a low Volatile Organic Compound (VOC) paint; 'energy efficient electric fixture for common area lighting'; fly-ash in concreting; spaces for rain water harvesting,; and limited capacity (5 litre) cistern capacity to conserve water.

"We're hopeful of meeting most expectations through our efforts in this housing scheme, through efforts like a strong emphasis on green norms and the huge corpus fund through which we'll ensure maintenance of the flats," said DDA vice-chairperson Balvinder Kumar.

DDA has introduced 43 housing schemes so far and provided 3.5 lakh houses in Delhi.
