Slum Rehabilitation Authority (SRA), was established on 16 December 1995, under Maharashtra Slum Areas ( Improvement, Clearance and Redevelopment) Act, 1971 State Government of Maharashtra vide Housing and Special assistance Department Mumbai through necessary statuary amendments to serve as Planning Authority for all Slum areas in the jurisdiction of Municipal Corporation of Greater Mumbai. 

The powers, duties and functions of the Slum Rehabilitation Authority are :

  • To survey and review existing position regarding Slum areas in greater Mumbai.
  • To formulate schemes for rehabilitation of slum areas.
  • To get the slum rehabilitation scheme implemented.
  • To do all such other acts and things as may be necessary for achieving the objective of rehabilitation of slums.

Major Developments

  • The Government of Maharashtra has introduced an innovative concept of using land as a resource and allowing incentive floor space index (FSI) in the form of tenements for sale in the open market, for cross-subsidization of the slum rehabilitation tenements which are to be provided free to the slum-dwellers.
  • The SRA has conducted surveys to identify slum areas in Mumbai that require rehabilitation. The agency has identified more than 3,000 slum pockets in the city that are in need of redevelopment.
  • The SRA has implemented several slum rehabilitation projects in Mumbai, including the Dharavi Redevelopment Project, the Mankhurd-Govandi Redevelopment Project, the Kurla (West) Redevelopment Project, and the Ambujwadi Redevelopment Project.
  • The SRA has entered into public-private partnerships (PPPs) to implement slum rehabilitation projects in Mumbai. Under these partnerships, private developers are given the right to develop and sell a portion of the land in exchange for building and providing free housing to slum dwellers.
  • The SRA has worked with other agencies to develop necessary infrastructure such as roads, water supply, sanitation, and electricity in slum rehabilitation projects. The agency has also worked to improve public transport connectivity in slum areas to improve access to jobs and other opportunities.
  • The agency has also developed an online portal for developers and slum dwellers to apply for rehabilitation projects and to track the progress of these projects.

Major Plan with Years

  • The first suggestion for developing Dharavi was given by BJP-Sena government in 1999. After that, the Maharashtra government chose to redesign Dharavi as an integrated planned township in 2003–2004.
  • Under Dharavi Redevelopment Project, Dharavi slum district is being renovated. It was first proposed in 2004, but it was never carried out.
  • Recently Dharavi redevelopment plan bid was won by the Adani Group. The conglomerate led by Gautam Adani offered Rs 5,069 crore as opposed to Rs 2,025 crore from the DLF group in order to win the bid.
  • The plan of Special purpose vehicle (SPV) was formed with Adani as the principal partner. There will be 20-80% ownership between the government an d state government and Adani.
  • The SPV would build free houses with services like water and power supply, sewage disposal, piped gas, etc. for qualified slum dwellers.

Major Initiatives

  • GIS: Geographic Information System allows SRA to create digital maps of slum areas, which include information such as the number of households, population density, infrastructure availability, and the location of public amenities. This information can then be used to make informed decisions about the planning and implementation of slum rehabilitation projects.
  • Identification of slum areas: The SRA works with local bodies to conduct surveys and map slum areas. This helps in identifying the number of slum dwellers and planning rehabilitation projects accordingly.
  • Redevelopment of slums: The SRA aims to transform slum areas into modern and sustainable residential complexes by undertaking redevelopment projects. The projects involve the construction of new buildings with basic amenities like water, electricity, and sanitation facilities.
  • Rehabilitation of slum dwellers: The SRA provides rehabilitation to slum dwellers by relocating them to new housing complexes. The housing complexes are built on the land provided by the government and offer basic amenities to the residents.
  • Formation of co-operative societies: The SRA encourages the formation of co-operative societies among slum dwellers to ensure their participation in the decision-making process. The co-operative societies help in the management and maintenance of housing complexes.
  • Involvement of private developers: The SRA encourages the involvement of private developers in slum rehabilitation projects. The private developers are allowed to construct buildings on the land provided by the government, ensuring timely completion of the projects.
  • Financial assistance: The SRA provides financial assistance to slum dwellers for the construction of their own houses. The financial assistance is provided in the form of loans and subsidies, making it easier for slum dwellers to own their own homes.
  • Skill development programs: The SRA also offers skill development programs to slum dwellers to improve their employability. The programs aim to provide them with necessary skills to become self-reliant and improve their living conditions.

Metro Routes

  • Recently, the Research Designs and Standards Organisation cleared the partially opened Mumbai Metro Rail lines 2A and 7 for testing, and soon they will undergo signal testing. These two lines will connect Dahisar to DN Nagar (2A) and Dahisar East to Andheri East (7). However, currently, only a 20-km stretch of the two elevated lines is operational between Aarey and Dhanukarwadi.
  • With MahaMetro things are starting to move along opening up the possibility of a mid-2022 partial opening of at least the northern section (Pendhar – Central Park) with the rest opening later in 2022.
